For general support of the Center's efforts to remove legal, domestic and bureaucratic obstacles to domestic and international adoption by providing tools to government, policymakers and non-governmental agencies to challenge increasingly restrictive adoption policies; develop model legislation of domestic adoption laws so that the rights of children, adoptive parents and birth parents are safeguarded; develop model legislation to govern international adoption; provide 'best practice' research on the optimum policy environment to support adoption and protect orphaned children from abuse and neglect; and disseminate the results of this work.
